The Real Estate Service of the City of Mülheim an der Ruhr is a municipal office with 300 employees that manages around 290 buildings and is available to the municipal offices as a service provider in all matters relating to the real estate industry.
To strengthen our team, we are looking to fill a permanent full-time position (39 hours per week) at the earliest possible date as a

Clerk (m/f/d) - Renting, leasing and letting / strategic portfolio management

(pay group 10 TVöD; at least €49,494 to €69,040 per year, depending on relevant professional experience)

to be filled.

These are your tasks:

  • Renting and leasing buildings and land
    • Identifying suitable properties and premises in collaboration with the future users, the responsible property centers and the relevant departments
    • preparing the content of the usually extensive and individually drafted contracts or reviewing rental or lease offers and independently conducting contract negotiations with landlords or lessors, brokers and the departments and divisions involved
    • independently conducting contract negotiations with landlords or lessors and concluding contracts within the scope of signature authority or until they are ready to be signed
    • Advising the property centers on contractual issues
    • independently negotiating and concluding addenda to existing rental and lease agreements, e.g. due to changes in user requirements
    • Termination of rental agreements and leases
    • Supporting the property centers with the takeover and return of rented properties
    • Processing and deciding on recourse claims in the event of conflicts between users and landlords, possibly initiating rent reductions, threatening replacement measures, etc.
  • Rentals (commercial, parking spaces, municipal apartments and special facilities)
    • Performing the landlord function
      • Identification and internal acquisition of suitable properties, including property inspections
      • Negotiating with tenants and departments regarding rent levels and any renovation work required
      • Coordinating and determining advance payments for ancillary costs
      • Independently negotiating and reviewing rental agreements (commercial tenancy law) and concluding them within the scope of the authority to sign or until they are ready to be signed
      • Termination of rental agreements and preparation of termination agreements
      • Supporting the property centers with the handover and repossession of rental properties
      • Processing subsidy cases and preparing the subsidy report
      • Monthly accounting of employee parking spaces in coordination with the HR department
  • Administrative activities
    • IT input and maintenance of contract data
    • Preparation and checking of service charge statements
    • Booking rental and lease payments
    • Checking index adjustments with regard to rent or lease amounts and their implementation
    • Monitoring deadlines with regard to terms and notice periods, including subsequent coordination with the relevant department regarding the continuation of the contract
    • Examination and, if necessary, implementation of rent reduction requests
    • Preparation of submissions and statements for the political committees with the involvement of all parties involved in the contract
  • Budget responsibility
    • Preparing the budget estimate and the statement of changes for the area of rentals as well as preparing the quarterly forecast reports
    • Independent management of the allocated budgets in accordance with the defined priorities
    • Creation and management of provisions

What you bring with you:

  • Bachelor of Arts Real Estate or
  • Bachelor of Arts in Business Administration or Business Administration with several years of experience in the real estate industry
  • Negotiating skills
  • consistent negotiation skills
  • high level of communication and conflict resolution skills
  • several years of experience in the real estate industry desirable
