Each customer service center comprises four service teams and a shared property management and operating costs team. Property Management Coordinator (f/m/d)

The Federal Agency for Real Estate (BImA)—a public-law institution—is one of Germany’s largest real estate owners. Its portfolio ranges from residential, industrial, and commercial properties to military and former military sites, as well as forestry and agricultural land. Since September 1, 2020, the BImA has once again taken full responsibility for the management and development of its approximately 38,000 apartments through its newly established Housing Division. It manages both strategically significant scattered properties and large residential neighborhoods in established urban areas. The Housing Division—in conjunction with the Housing Assistance Program—provides affordable housing near federal government work locations for federal employees, particularly in tight housing markets in economically strong regions and major cities. In addition to its current focus on modernization and renovation, the Housing Division advocates for sustainable neighborhood development and thus keeps a close eye on issues such as demographic change, digitalization, and climate change. Organizationally, the Housing Division is structured into four regional divisions, eight customer service centers, and 29 service teams.

What are your main areas of responsibility?
Coordination in the area of property management
- Structuring the property in SAP (BALIMA) to create service charge billing structures for posting, crediting, and billing operating costs, as well as data quality management
- Quality assurance of the service charge billing simulation with regard to its accuracy, including initiating reclassifications and corrections, as well as determining the date for issuing a credit or a supplementary charge
- Coordinating and ensuring the timely billing of operating costs
- Processing utility cost statements involving complex issues
- Assisting with the handling of objections/complaints and clarifying tenant inquiries regarding utility billing
- Serving as the central point of contact for property managers within the area of responsibility
- Point of contact for regional management and the Service Department at headquarters, including for clarifying complex issues
- Point of contact/interface for energy tenders, managing energy supply contracts, participating in and supporting complex tendering processes, and ensuring the required, timely submissions for the area of responsibility
Management of residential properties
- Compilation of documentation for management contracts, as well as contract monitoring, contract maintenance (SAP), ordering, and direct procurement
- Obtaining bids and compiling results (direct award) as well as preparing formal tenders and procurements, including preparation for contract award
- Drafting specifications for property management contracts (e.g., contracts for security, landscaping, and winter maintenance) as well as for waste management (supply and disposal contracts) and for maintenance and inspections
- Conducting operating cost settlements in coordination with external service providers and serving as the point of contact for tenants
- Compiling the data relevant for third-party billing for submission to the billing company
- Recording, verifying, and reporting meter readings for electricity, gas, water, etc.
- Serving as the point of contact for utility and waste management companies as well as other service providers in the context of property management
- Compiling and allocating the costs of in-house service staff
- Receiving reports of malfunctions and defects in coordination with construction management and contract management
- Preparing insurance claims processing and generating system-based documentation
- Supporting the monitoring and documentation of operator and traffic safety obligations in residential properties
- Processing of operating cost-related matters when adding apartments to the portfolio, e.g., as a result of acquisitions from third-party portfolios or new construction apartments under the Housing Initiative, in coordination with contract management
- Invoice and purchase order verification and maintenance of master data
- Conducting so-called “pre-allocation” in preparation for operating expense billing
What are we looking for?
Qualifications:
- Completed vocational training as a real estate agent or a business administrator in the real estate and housing industry
Professional Skills:
- Basic knowledge of business and real estate management, as well as experience in the housing industry—particularly in heating and utility cost billing—is a plus
- Good working knowledge of standard IT applications (Microsoft Office)
- Knowledge of SAP is desirable, or a willingness to learn it quickly
