Clerk (m/f/d) - Operational Portfolio Management
The Real Estate Service of the City of Mülheim an der Ruhr is a municipal office with 300 employees that manages around 290 buildings and is available to the municipal offices as a service provider in all matters relating to the real estate industry.
To strengthen our team, we are looking to fill a permanent full-time position (39 hours per week) and a permanent part-time position (19.5 hours per week) as of the earliest possible date as a
Clerk (m/f/d) - Operational Portfolio Management
(pay group 10 TVöD; at least € 24,747 to € 69,040 per year, depending on relevant professional experience)
to be filled.

These are your tasks:
- Buying and selling - including operational development - and exchanging properties:
- Obtain and evaluate basic data including opinions from other departments. Conduct negotiations and make decisions on this basis within the scope of the delegated powers, including the preparation of proposals for the political bodies
- Drafting, notarizing and executing contracts
- Exercising statutory pre-emption rights both for the Real Estate Service and for other specialist departments
- Establishing heritable building rights
- Encumbering third-party properties in favor of the city
- Encumbering (rights to encumber) municipal properties in favor of private users (e.g. building encumbrances, paths and pipeline rights and the like)
- Granting of deletion permits for easements and building encumbrances
- Long-term follow-up of the rights and obligations arising from the (notarized) contracts
- Management of the budget available for this area. Planning and controlling property income for the medium-term planning period
- Processing budgetary matters for operational and strategic portfolio management
