As one of seven state building authorities in Lower Saxony, the Elbe-Weser State Building Management Agency carries out construction projects for the state and the federal government. With approximately 120 employees, we manage more than 2,800 structures in the regions of Cuxhaven, Friesland, Osterholz, Rotenburg (Wümme), and Stade.

Project Group Manager (m/f/d)

Your responsibilities:
Lead the interdisciplinary “Climate-Neutral Von-Düring Barracks in Rotenburg Project Group,” i.e., Overseeing the technical, administrative, and organizational handling of the construction matters assigned to this area of responsibility by the Federal Ministry of Defense (BMVg).
Directing and supporting the 8 employees working within the aforementioned area of responsibility in the interdisciplinary “Project Group for the Climate-Neutral Von-Düring Barracks in Rotenburg” in accordance with the principles of § 7(2) of the GOBau and the management guidelines of the State Construction Management of Lower Saxony (SBN).
Your Profile:
- Asa civil servant(m/f/d), you have
- a college degree in architecture, civil engineering, or a comparable field,
- and be qualified for a career in Career Group 2 with access to the second entry-level position in the Technical Services division.
- Asasalariedemployee(m/f/d), you must have
- a completed academic degree (university diploma/Master’s) in architecture, civil engineering, or a comparable field,
- at least 3 years of professional experience in a position that requires the academic degree mentioned above, as well as several years of professional experience at the local office of the SBN or a comparable institution
Your qualifications:
- In-depth knowledge of management and control tools, particularly with regard to the economic and organizational aspects of construction
- Solid technical and administrative knowledge, particularly of the German Building Code (BauGB), the State Building Ordinance (NBauO), the Federal Building Regulations (BauNVO), the Federal Nature Conservation Act (BNatSchG), the Construction Contract Procedures (VOB), the Volumetric Cost Calculation (VOL), the Federal Budget Code (BHO), the State Budget Code (LHO), the Berlin Construction Regulations (RBBau), the Rhineland-Palatinate Construction Regulations (RLBau), etc.
- Knowledge of labor law (NBG, TV-L, AGG)
- IT skills (MS Office, HHV-Bau, Business Objects)
Your skills:
- Confident handling of time- and cost-sensitive construction projects
- Organizational skills and experience in project management
- A willingness to take on responsibility and make decisions, along with strong communication and teamwork skills
- Leadership skills and the ability to represent the company
- Ability to think and act strategically and conceptually in a networked manner
- Ability to handle criticism and resolve conflicts
- Proficiency in German at Level C1 according to the Common European Framework of Reference for Languages
